EU investment plans advance nationally, but cities remain sidelined

A new Eurocities survey reveals that while EU countries are preparing for the 2028-2034 budget, cities report limited or non-existent involvement in the process.
The Eurocities Mayors’ MFF Coordination Group presented findings to European Commission Executive Vice-President for Cohesion and Reforms, Raffaele Fitto, on 14 October, highlighting that cities are largely excluded from the development of National and Regional Partnership Plans (NRPPs). According to a survey of 37 cities across 17 EU countries, while 81% of respondents identified ongoing national preparations, only 19% reported formal consultation.
Mayors argue that early involvement is essential to ensure that investments reflect local needs and avoid the governance gaps seen in previous recovery funds. City leaders are calling for a clear urban dimension in national plans and for cities to be treated as delivery partners rather than mere beneficiaries once priorities have already been set.
